To be eligible for the Out-of-School Youth program you must:

be 16-21 years of age
-
qualify as low income as defined in the WIA Section
101 (25)
-
be a United
States citizen or eligible non-citizen
-
be registered with Selective
Service (required for males only)
-
have one or more of the following six
serious barriers to employment:
-
deficiency in basic skills as defined by WIA (at/or
below a grade level of 8.9) or is unable to compute, solve problems,
read, write, or speak English at a
level necessary to function on the job, in a family, or in society
-
pregnant or parenting
-
homeless, run-away, or foster child
-
an offender
-
an individual (including a youth with a disability)
who requires additional assistance to complete
an education program or hold or secure employment
