The Agenda Committee meets prior to each Board meeting to establish an agenda.  Additional meetings may be necessary for emergency or time-sensitive issues.

Meeting Guidelines

Regular meetings of the Southern West Virginia Community and Technical College Board of Governors will be held at least six times per year, including an annual meeting each June.  The Agenda Committee will meet in person or by telephone conference at a mutually agreeable time prior to the commencement of each Board meeting for the purpose of establishing an agenda. Board meetings will be held via telephone on occasion to deal with items of an urgent or timely nature.

Regular scheduled Board meetings will be held in Room 111 at the Logan Campus. Any planned deviation from this pattern will be posted on the Board's web site and printed in the State Register.

The Board shall observe Robert's Rules of Order, New Revised, as a guide for conducting its business.  A simple majority (seven) shall constitute a quorum to do business. Voting may be verbal or by a show of hands.  The outcome of all votes shall be announced by the presiding officer, and the recording secretary will record the vote accordingly.

The Open Meetings or "Sunshine" Act

All Board meetings are open to the public.

Media representatives are welcome to attend Board meetings. All regular and special meetings will be listed in the West Virginia State Register, local newspapers within Southern's service district, posted and maintained on a bulletin board that is accessible to the public located at each campus location, and on the Board of Governors' web site.  All notices shall be posted at least three (3) working days in advance of a scheduled regular and/or special meeting.

When appropriate, and in accordance with §6-9A-4 of the Open Meetings Act, the Board may go into executive session (closed to the public). During the open portion of the meeting, prior to convening an executive session, the presiding officer of the Board shall identify the authorization under this section for holding the executive session and present it to the governing body and to the general public, but no decisions will be made in executive session.

Minutes

Official Board minutes will be maintained by the Office of the President and kept in a permanent and safe condition.  The Board Chairperson will sign all official minutes.  Copies of Board minutes will be provided to all Board members and upon written request to interested parties in compliance with West Virginia statute.
